18 Your question looks at the D&D 5E ability check system a little bit backwards. The mechanic is in fact called ability checks, not skill checks or tool checks, and it's intended to be used looking at the ability first, and then figuring out whether proficiency in a skill or tool might apply.
A chef that loves to cook frilly pastries and fine dining would fit well with races that are seen as more prideful, calculating, or "aristocratic" like elves, dragonborn, tieflings, or yuan-ti. A triton or tortle sushi chef? A dwarf BBQ master? Or maybe like me you get enjoyment out of playing contradictions.
It is literally a chef class where the abilities are food and recipe based. It plays similar to a caster and is, in my experiences, a lot of fun and not particularly broken or exploitable, especially if you're comparing to stuff from Tasha's. FlushedBeans • 2 yr. ago Honestly any class could work.

Tasha' Cauldron of Everything (released Nov. 2020) adds a feat called Chef that significantly expands the usefulness of Cook's Utensils, but doesn't contribute much to a cook off, except possibly a narrative argument that a character with the Feat should always win a cook off against someone without the feat, but that would be your call as the DM.
